CARE NWB’s programme has conformed to a simple conceptual structure, comprising five elements:  

 

  • Sustainable social reconstruction and civil society development   
  • Sustainable economic development;   
  • Integrated and sustainable return of refugees and displaced persons;   
  • Promotion of human and minority rights;   
  • Promotion of good governance and policy reform  
Economic Development, based on creation of market linked sustainable jobs

Since 1998 CARE is implementing activities directed at promotion of local economic development. CARE’s Sustainable Economic Development Programme is aimed at impacting on the high levels of local unemployment. More dynamic local economy that CARE promotes has also assisted the refugee return process by helping ensure that income generation is possible. The programme is introducing a number of sustainable economic development projects which build on opportunities identified in the Municipalities through a process of local consultations. Those include projects related to strengthening SMEs, local institutions capacity building and tourism promotion.  CARE activities focus on improving the level of business service provision as well so that SMEs and others can benefit from increasingly high standards of local advice and assistance.

Civil Society Development 

CARE works on wide-ranging Civil Society Development Programme aimed at strengthening civil society sector in Bosnia and  Herzegovina, Croatia, Serbia and Montenegro. CARE places special emphasis on enhancing the long-term development of youth organisations in South East Europe. There are close connections with youth developments and good practice in Europe and the various elements of the programme include regional training courses, training for trainers courses, contact forums, study visits and bilateral youth exchanges. Active in seven Balkan countries, CARE Youth Programme supports a network of over 30 youth and student organisations and has a strong focus on youth policy.  

 

Promotion of Human and Minority Rights

CARE’s human rights programme is focused on prevention of trafficking of human beings in the region. By building capacity of local organisations and networks engaged in anti-trafficking CARE’s Anti-Trafficking Initiative assists governments to suppress trafficking in SEE region and help victims to integrate into society. In terms of promotion of minority rights, CARE provides strong support to Roma organisations and communities through direct involvement of Roma representatives in implementation of initiatives that are aimed at improving lives of vulnerable Roma population.  

Integrated and Sustainable Return Programme

CARE has implemented variety of projects throughout Bosnia and Herzegovina that focused on reconstruction activities and provision of employment opportunities for returnee population. CARE is engaged in implementation of Minority Return projects that will enable displaced people to return to their pre-war homes and also for the returnee communities to obtain infrastructure critical to sustainable reintegration.  

Partnerships and Cooperation

CARE’s background and experience demonstrates strong and practical commitment to partnership and cooperation. This has been demonstrated through implementation of joint projects with local stakeholders and organisations. Of particular note is the approach adopted Sustainable Returnee Programme where Municipal Economic Councils were formed as a means of better integrating municipal services with the needs of local communities. In EU QIF project strong emphasis was on increasing the capacities of a wide number of municipalities through both technical assistance and project development. CARE has also supported the establishment of Public Private Partnerships which bring together a range of partners, including municipalities, to consider and act on economic development priorities.

Historical Highlights  

 

§         1994 – 2000 implementation of REACH Vulnerable Project that provided social assistance and medical support to over 75,000 vulnerable people in BiH and Croatia

§         1996 commenced activities related to Integrated Minority Return and infrastructure repair

§         1997 initiated Civil Society Development programme

§         1998 – 2000 implemented Small Economic Activity Project focused on provision of business service and micro-credits to agricultural producers

§         1999 – 2004 implemented CARE / EU QIF project, which created over 3,500 jobs for minority returnees and promoted local economic development in BiH

§         2002 – 2005 implementation of Balkan Youth Project

§         In 2005 commenced implementation of Economic Development Programme in Eastern BiH and neighbouring Serbian municipalities that focuses on SME support, local institution capacity building and tourism promotion.

§         In 2006, CARE instigated its regional anti-trafficking program focused on building capacities of governments and NGO networks in four target countries.
